avg ac resistance is used when there occurs a swing like structure mostly like parabola( not exactly may like exponentially also)Where as AC resistance is used when there is no curve but there is straight line increasing ideally

how can we say that diode resistance at minimum voltage is greater than the average ac resistance and at maximum voltage it is less than average ac resistance

I think we can say this by seeing the graph as at low voltage current is minimum as shown in the fig and at high voltage current is maximum and we know very well that if current is max then resistance is min vice versa
