There may-be another shift for wired and wireless backbone. Proposal = Tier 1 is mesh = Tier 1 computation-balancer to load-distribution is based on geography(latency) = Tier 2 is geographical-mesh and load-distribution to balancer regional = Tier 3 is geographical country ... Geo-political = Tier 4 is telco socio-political = Tier 5 is ISP - commercial, retail, defence... Purchasing-power-parity for options...

Why are the connections O(n2)? if there were only 3 access networks there would only be 3 connections not 9? If there were 4 access networks there would only be 6 connections needed not 16? Or for each pair of access networks would there need to be 2 connections, one for each network? If so why wouldnt they share a single connection link between networks?

because nC2 = O(n^2) it is big O notation not exact value
