They needed someone drastically different from the previous hosts of the show. The original guy killed himself, one guy kissed all the females that was often super awkward and then the guy from Home Improvement who was mediocre at best. Steve is good with interacting with different kinds of people and can improvise in a way that worked perfectly for the show.
