Just to be clearer, even if your exhaust is not over 95db, you will still have to go to a state ref. You could beat the ticket in court, but you will still have to see a state ref, which is the worst thing ever.

REAL TAWK What people don’t realize this is NOT an exhaust law it’s a Modification law that highlighted exhaust as that’s is what gets the attention of police. All he has to do is suspect it’s been modified and he can send you to the State Referee. They go though your car very very throughly anything moded outside Mfg. specs. Is cited it could be a chip mod, FBO mod, piggyback tune, and part replaced that is not the same as orig. mfg. part is considered a mod you get the idea then that first ticket is $1000 the court will asses a State Referee fee and court cost this ticket can be close to $2k then the repairs to bring it back to factory specs. What cops look for is sound loud exhaust, turbo noise, part stickers, racing stickers, hood locks pretty much anything that indicates the car was modded a cop can send you to the State Ref. Before 2019 it was just a fix it ticket meaning you get what ever cited fixed then any Police officer could sign it off go back to court pay the administrative fees and it’s done. Now the law has more clarity and is a mandatory 1000 for any mod even it started off as an potential exhaust mod regardless if the exhaust turns out to be fine and in compliant but the other mods get you as well still $1000 every time you get stopped for mods .

Pogba Gang it’s a specialized emissions (smog) inspector that works for the state. It goes beyond the normal testing. They look for any non C.A.R.B compliant parts. They could even be stock parts, but if they don’t have a California executive order stamp.... it’s illegal.

Motorcycles are actually included in this new updated version of the original law. In the original it had only applied to passenger vehicles with a gvwr under 6000lbs. Now it applies to passenger vehicles and motorcycles at or under 6000lbs. And you are no longer issued a "fix-it" ticket but rather an instant state referee. And if ultimately found guilty you get slapped with a $1000 fine.

No, it's motorcycles too. As of January 1, 2019, a modified exhaust on an automobile or motorcycle, excessively loud, can no longer be cited as a correctable violation. Nothing new, the only difference now you automatically get a fine and sent to a State Referee to have your vehicle inspected, so if you're modded from the engine to exhaust you're ass out. either way California is trying their hardest to get people into Electric cars, lol.

Also, muffler deletes under 95 dB is still in violation of VC 27150, which states, "Every motor vehicle subject to registration shall at all times be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise, and no muffler or exhaust system shall be equipped with a cutout, bypass, or similar device." Once you get a citation you have the right to go to the refs to get a Certificate of Compliance. The judge will dismiss the citation. WERE CALIFORNIA’S EXHAUST NOISE RULES CHANGED? No. The sale and installation of an aftermarket exhaust system remains legal in California so long as it does not exceed a sound level of 95-decibels when tested under SAE J1169 and complies with all other exhaust and safety laws and regulations. IF EXHAUST NOISE LAWS DIDN’T CHANGE, WHAT DID? Beginning January 1, 2019, a motorist cited for violating the current California exhaust noise law can receive an immediate fine. Previously, motorists received what is known as a “fix-it” ticket, which allowed for 30-days to correct the violation. WHAT ARE MY OPTIONS IF I GET A TICKET? Consumers in receipt of a violation still have the option of seeking a certificate of compliance from the California Bureau of Automotive Repair (BAR) demonstrating that their exhaust emits no more than 95-decibels. This SEMA-sponsored program allows courts to dismiss citations for exhaust systems that have been tested and for which a certificate of compliance has been issued. BAR does not currently issue preemptive certificates of compliance. IF I GET PULLED OVER, WILL I RECEIVE A $1,000 FINE? According to the Judicial Council of California’s Uniform Bail and Penalty Schedules for 2019, the suggested base fine/fee for a first conviction is $25 with a total fee of $193. And dont forget boys and girls, CHP can send you back to the either State Ref or the DMV for a full vehicle inspection before the vehicle can be allowed back on the road.

I think you should just have to get a permit for your loud exhaust. To get the permit you simply attend a class, say....a week long class. You will be in a class 24/7 basically enduring what you will be putting me through once you have your permit. You will not sleep for 7 days, every time you doze off we will wake you up with the sound of loud exhaust. You will not be able to watch tv because of the constant loud exhaust. No relaxing alone time with your spouse, your children will not sleep or be able to concentrate on their homework. 7 God damned days of hell, 7 fucking non stop days of loud ass exhaust. How does it go for not having a muffler?. I have a camaro ss and it was pretty loud at one point but after i switched from straight pipe to X pipe it got a lot quieter but i still dont have a muffler or resonator.

@@javyrmz technically the law only specifically mentions mufflers, not resonators. but yes anything done to emit the sound of the exhaust. It only becomes obvious if it is extremely loud and the decibel reading is above 95 under specific conditions, when tested.

If you really wanted to solve the street race problems, you would plant undercover Ferrari’s and even mustangs and shit in the events themself and catch those responsible WHILE it’s happening. As California’s budget is huge as shit, they’re more than capable to purchase and maintain a number of these cars easily. While not ideal people need to get the idea that street racing will not be tolerated with the increased risk of being caught. Perhaps increasing the penalties for that behavior would also help deter the situation as people would be more and more unlikely to pay the fines and such the next time around. Rather than just punishing everyone with a loud car who take personal pleasure in just how it sounds.
