One curious thing about the altar and votive shards is that 18 forces three legendary, which isn't always a good thing. For example, in this run, it's actually better to do low votive shards altars after you get the shield bleed relic. That way you could get the bleed doesn't reduce or bleed deals damage immediately. Those relics aren't available if you force an 18 altar since they aren't legendary rarity, so you actually want to go for lower altars. Basically it's why overcomittimg resources to go for high votive shards altars isn't good, because many key combo relics are lower rarity and you miss them if you get too many votive shards. So you spend resources for actually less value
