To answer it, modding on PS4 is not a thing. Bethesda games like Fallout 4 & Skyrim allows mods 'cause the developers allowed it. Modding on PS4 is against their Terms of Service to begin with. I understand how it's idiotic, I hate how I can't mod either. You can only mod on XBOX & PC.
