Theres a ton of octoroks that spawn in the Rok woods which is the northwest Akkala region below skull lake. I'm pretty sure you can also just buy them from Beedle at the dualing peaks stable or Highland stable. Hope this helps :) Btw, what are you gonna do that requires so many octo baloons???
