bluetooth is NOT on by default. You will want a dongle anyway so using your usbA devices is easy with the dongle. You will have this same issue when major upgrades to the updated iOS like Mohave to sequoia.

Actually Bluetooth for me remains on by default after the initial Mac mini setup. The same is the case for after a major macOS OS upgrade. For someone with more than one Mac, there is always the option to remote in from another Mac (assuming that screen sharing was enabled) for remote mouse and keyboard control. To be proactive, there is nothing wrong with keeping an old and inexpensive USB keyboard and mouse tucked away in a closed =). #MacMini
