This was the DM boss monster missing on DM decks. Its also apparently a Shining Sarc boss monster. Honestly, never thought it was that strong. Its like Accesscode or Baron, etc. Nibiru and Super Poly balances them out.

When you go to generate a card, there's boost generate button in the top right corner. Select Royal Finish, then put your UR points there.
