Are we still talking about this? These programs that you're referring to are limited to around 500 people that are drawn from a lottery and it's usually only for 6-12 months then the program disappears like it never happened. This will never be done on a federal level.

Low income, not in jail or prison, not if they use it for illegal activities, so it won't cost as much as you are predicting.
