FYI, contrary to popular belief, Outlaw CAN system crash MULTIPLE mechs within a very close 'radius' (5m) of the other that was targeted near them. And its a bit faster than Guardian. And it can system crash as far as 100m away. Guardian cant do that. There's pros and cons, sure. Time will tell how it truly compares in diff battle modes. So far I think it will do decently well in 5v5 and 2v2 with right weapon.

One of the cons is that it can't remove shields, stasis barriers or domes from Panther or Aegis or Bastion, like Guardian can.

So, the mech's ability is just a longer distanced system crash? Don't get me wrong, I guess it's cool. But there aren't that many abilities that can reach you from afar. This can only work on mechs with long range abilities like Orion, Solis, and hemlock. But even though, legendary implant cooldowns still exist. And some weapons would barely be affected because of short reloads.
