Destina and Ruele's s1 both also scale off of their target's max hp, actually. This is why the are decent on counter sets in tanky comps. They need to build hp for the rest of their heals, though.

Correction - The Automaton Tower chests are back to ilvl 78 on the last ones, matching the 85 gear from hunts; disregard what I read in the patch notes earlier!
