Shouldn't we compare the 33000 crore outflow from large cap stocks with the total amount invested in large cap stocks (irrespective of whether it is by mututal funds or retail investors)? And similarly, compare the 29000 crore inflow into small cap stocks with total amount invested in small cap stocks? Is this total amount invested synonymous with the total market cap of those stocks? The 33k outflow might be small because most investors/MFs are heavily invested in large cap stocks, but very few go for small cap funds That makes me think that downfall of nifty is a smaller concern and growth of small cap industry is a very good opportunity right now. But there are many many small companies (~1000), does that mean that money inflow will be very scattered, and not give big advantage to specific stocks? Or there'll be some common small caps that most multicap funds will want to choose?

No Aarushi, I feel this step is just right for the market. Since new people have entered the market in this pandemic time, they all started investing in all these big names which led to inflated prices for a lot of them. Even though the stock market was attracting a lot of capital, but this capital was not being distributed equally at all. You would see all newbies entering the market by investing in HDFC and Reliance largely. To avoid this inflating even further, I think this decision may be taken with the right intention.
