No one on that bus acted to help the victim, they all ran away because of fear and panic. The people who saw the situation was opted to either fight or flight, but seeing as it is an everyday situation, they wouldn't be prepared to fight. So, it's obvious that their only option is to flight. These people would then alert the people up ahead, these people who are then given this information would run away as well. So, realistically, everyone should be running away, the police should then be called and Ayano chan should be barricaded inside the school with the couple of students she's already murdered.
