Does that pvp perk on Your weapons only work when they are fully exhausted which is rare.

yes, but because it effects abilities, I can hit a clump of players and on the off chance 1 players is out of stam, they get slowed. Anyone hit by the warhammer gets a 20% stamina regen debuff when exhausted normally. + a bonus 20% slow to anyone hit by a warhammer ability. so if you happen to be out of stam and get hit, its a 35% slow and a 20% stam regen debuff, on top of rend from sundering shockwave. Meanwhile anyone within 5m of me takes 60% reduced dmg. 30% from defensive formation, and 30% from shield rush

Have not! Exactly the same! I did swap back to the Regen earring though and slash protection amulet
