The drone show was actually prerecorded not live. The Bund in Shanghai has never celebrated the New Year since 2014 Shanghai stampede happened (36 people were killed and there were 49 injured, 13 seriously).

During The Video Was Recording From The Bund, From The KZbin Channel Mr_OLI, At The New Year's Eve In Shanghai, People Didn't See Anything In The Night Sky. No Drones, No Anything. On Midnight Of New Year's Eve, Mr_OLI Shows The Lights Over The Pudong District Going Out, Only To Come Back On Again A Few Moments Later With No Drones Appearing. Lights Over Pudong District Was Going Out At 2:58 And Switch On Again At 3:26 With No Drones Appearing.

To prevent deaths, there was a stampede several years ago in this location as people scrambled for a better view. The city is trying to discourage people from crowding the Bund area as even during a normal weekend it can be quite crowded with tourists from the provinces gawking at the lights

Also, they don't really celebrate new year because Chinese new year is much more important for them. That's why it's doesn't have to be on the 31st midnight to do the countdown.
