The main culprits are NEW York State legislators that pass laws allowing violent criminals to be released back into the streets. I strongly suspect that these elected officials (I've only seen one on the news) bear a strong resemblance to those commiting these assaults. They don't like it when "their people" are removed from civil society, so they pass laws that decriminalize criminality. The streets will remain too dangerous until voters elect officials with more concern for the innocent than the violence prone.
