The proposed law that sparked the protest involving the haka in New Zealand’s Parliament is related to the Three Waters Reform, which is part of a broader set of proposed changes to the country’s water infrastructure. The reform was introduced by the government under Prime Minister Chris Hipkins and was a continuation of the work started under his predecessor, Jacinda Ardern, with the goal of addressing New Zealand's water management issues. Here’s a more detailed explanation of the Three Waters Reform and why it led to protests: The Three Waters Reform Overview The Three Waters refers to drinking water, wastewater, and stormwater systems in New Zealand. The reform aimed to centralize control and management of these critical services by shifting authority away from local councils to larger, regional entities. The main goals of the reform were: 1. Improving Water Infrastructure: Many local councils in New Zealand have struggled with underfunded or outdated water infrastructure. The government argued that by centralizing management, the country could better invest in and upgrade the water systems, which are essential for public health and safety. 2. Addressing Inequities: Smaller councils, particularly in rural or less populated areas, have faced challenges in meeting national water standards and maintaining safe, modern water infrastructure. The reform was seen as a way to ensure all New Zealanders, regardless of where they live, had access to safe and reliable water services. 3. Environmental Sustainability: The reform also aimed to address the environmental impact of water infrastructure, particularly in terms of wastewater and stormwater management, to help protect the natural environment. The Key Changes Proposed Under the Three Waters Reform, control of the water systems would be transferred from local councils to four new water entities. These entities would be responsible for the provision, maintenance, and management of water services across large regions, combining the responsibilities of many smaller councils into these larger bodies. The government argued that these changes would allow for greater investment in infrastructure and improvements in the quality of water services. The idea was to create economies of scale, so that local councils wouldn’t have to shoulder the financial burden of upgrading and maintaining water systems alone. Māori Concerns and Opposition The proposal faced significant opposition, particularly from Māori lawmakers and iwi (tribes), who argued that the reform would: 1. Erode Māori Rights Over Water: Māori groups argued that water is a taonga (treasure) and is intrinsically linked to Māori culture, identity, and spiritual beliefs. Many Māori see themselves as guardians (kaitiaki) of natural resources, including water. The new regional water entities were perceived as potentially undermining their ability to exercise these traditional rights and responsibilities. 2. Lack of Māori Representation: Māori critics of the reform pointed out that while the new water entities would involve iwi representation in governance, they did not feel the proposed reforms sufficiently recognized the special relationship Māori have with water and other natural resources. Some argued that the changes would reduce Māori influence over decision-making processes concerning water management. 3. Historical Context of Treaty Rights: Under the Treaty of Waitangi (Te Tiriti o Waitangi), signed in 1840, the Crown guaranteed Māori rights to their lands, fisheries, and taonga. Critics of the reform argued that the proposed law violated these rights, particularly the Māori understanding that they should have control and decision-making power over their own resources. Why the Protest Happened Māori MPs, as well as other critics of the reform, felt that the Three Waters legislation disregarded Māori rights and interests. The haka performed in Parliament was an expression of outrage and resistance, intended to highlight the perceived injustice and to force the government to reconsider or amend the law in a way that would better reflect Māori sovereignty over water. The protest involved a group of Māori MPs, particularly from the Labour Party (the party in power), using the haka to demonstrate solidarity with their communities and to send a strong message to the government that the reform was unacceptable in its current form. Conclusion In short, the Three Waters Reform was a proposal to centralize the management of New Zealand’s drinking water, wastewater, and stormwater infrastructure into four large regional entities. While intended to improve water management, it faced significant opposition, particularly from Māori groups who felt that it undermined their cultural and Treaty-based rights to control and manage water resources. The haka was a direct protest against these perceived injustices and a call for greater recognition of Māori rights in the governance of natural resources.

These are modern cultural practices being exercised in a modern parliament for the purpose of demonstrating disapproval of a bill that would fundamentally alter a treaty agreement made with the Crown regarding Maori sovereignty and rights. Thousands of New Zealanders marched to have this exact level of defiance be voiced by their political representatives. This is therefore the epitome of representative democratic decorum within this context.

as far as i read, the maoi would just be considered equal under the law. in essence taking away their privleges. to the privileged, equallity feels like oppression
@V-vk7vo8 күн бұрын
@WhyThisIAsk My read of it is more nuanced. The Maori entered into a legal and binding partnership (treaty) with the Crown in exchange for certain rights and sovereignty with respect to co-managing social, environmental, and economic structures. The current bill, if passed, would diminish that legal and binding treaty partnership. Here's an example of what I mean: Two people create a company together as equal partners/owners with equal decision-making authority. One day Partner B proposes that Partner A doesn't need to be a full partner and owner, but could instead be a major share-holder. Partner A doesn't agree with this proposal. Does Partner B have a right to impose the new arrangement? That's essentially the scenario and question at issue here.

One are loud and well resourced - lecturers at the Universities, own media studio's, lots of money, well organised, etc, etc. We all know the story. I have seen temper flares with yelling in US Congress. One U.S. house presentative spoke Spanish in session and was promptly told to speak English. And in South Korea, I have seen an assassination attempt of a politician while making a speech at a conference. The speaker was stoic as his wife took a bullet and was dragged off the stage. He continued on reading his speech notes. Unbelievable. 😮 In Argentina from what someone told me, women protested by dancing in circles silently in front of parliament building. They were not allowed to speak or use music to express their grievances. Wow! 😯 Now, I have seen a Hakka in New Zealand parliament.

Some think it's a disgrace because it doesn't follow what's perceived as traditional parliamentary norms. But that's a lack of understanding as to how Māori dialogue and debate. Also the fact that this is not England and there's no reason why how our parliament system looks and sounds isn't more reflective of the fact that this is Aotearoa NZ. It is evolving and growing and there's nothing wrong with that. Again it seems people are afraid of this but if you're willing to learn a bit about our beautiful culture then it provides context, and you realise it's a passionate debate
