Turning the Tide on Police Surveillance

The stories seem non-stop. The NSA, FBI, and other federal agencies are spying on us in new ways and with new programs or authorities. But surveillance that is most overlooked, but is equally as pervasive, is how state and local police spy on their own residents. In Baltimore, the police department secretly deployed Stingrays to track the phone calls of residents in primarily black neighborhoods. In New Orleans, the police entered into a six-year contract with data mining firm Palantir to conduct predictive policing. When residents found out, their opposition was so fierce that within two weeks, the city canceled the agreement. And in cities and towns all over the country, police departments are tracking people’s movements with surreptitiously installed automatic license plate readers.
These examples are just a taste of the many ways police departments acquire and deploy surveillance technologies to constantly spy on average people as they go about their lives. And in most jurisdictions, including the District of Columbia, decisions to acquire and use these surveillance technologies are made by police departments without any knowledge or input from the public or elected officials, often through secret agreements with the federal government or private companies. This significantly threatens civil rights and civil liberties. Addressing these threats has gained additional urgency with the growing efforts of the Trump administration to identify and deport millions of undocumented immigrants, track Muslims, and even more aggressively police communities of color.
But cities and towns are starting to take control. In September of 2016, the ACLU and partners, including the Open Technology Institute, launched the Community Control Over Police Surveillance (C-COPS) effort. The purpose of C-COPS is to ensure that residents and lawmakers are empowered to decide if and how surveillance technology is acquired and used by local law enforcement agencies. To date, seven cities and counties in California, Washington, Tennessee, and Massachusetts have adopted C-COPS-style ordinances, and dozens of other jurisdictions are considering similar proposals. I have been under surveillance, cyber stalked and harassed for at least a year now after being bullied off a mobile gaming platform. I believe I have been targeted for my Palestinian heritage, my human rights activism, and my politics. My iPhone often shows the green indicator light that alerts when the camera is being accessed remotely, and this happens all the time when none of my apps are open. I have no sense of privacy and constantly feel deeply violated.

30 years of community policing, retirement check is 1083 a month. Many of my 60 fellow officers at the start were good to great officers you rode with to start your training. Quickly I developed a grade system in my mind of what I referred to as men you did not believe were assets to enforcing a community. I remember that number was low. 8 officers made that grade. 4 were horrible personalities. I dreaded to work around them. 2 were supervisors. I did not trust them. In my mind they were where in need of reprimand and training and that could have led to changes. However there was no way to make that happen. Each officer was sworn in, holding your hand up to uphold the law and the rights of citizens. I never made any rank in my 30 years and as the size grew more untrainable, undesirables came along. They were the still fewer in number, but they seemed to easily climb the ladder, thus the supers were infected as well. It was 30 years of doing what the God of Heaven wanted me to be. I grew to be content with that, praying for change in men who were sworn to uphold. I hid my true feelings with God. He kept me on track to be what he wanted out of sworn officer. committees such as above may have never faced up to a decision. Is God higher than me, my education, my family, my knowledge, my country, my world. Judge not, lest yee be judged. not my words. God given words. Words of true unadulterated, self centered, greedy, human minds. May God be your true Glory. A life full of decisions is faced only with one real true decision. No God or Know God no God no love. Real food for real thoughts.

I've been subjected to this my entire life. People don't understand that this is the most pervasive and life long manipulation and destruction of your life. Today's technology only makes the suffering more extreme. I was born in 1966. I was abducted from my home in the middle of the night and later returned. No one woke up not even our dog's. I woke up in a car with people I didn't know, they drove me home wrapped up in a blanket and put me back in bed. I was 4 or 5 yrs old. I've since learned that they will run a hose into your house and gass everyone inside. This explains it. I don't know where they took me or what they did with me but I don't think that it was the only time it happened. And so it began and it only increases over time. I was a close family friend of the lieutenant at the local sheriff's office a few years ago where him and his brother ended up getting caught in a pedophile situation it was on the recording of the sheriff's office main phone as the mother found out they were messing with his teenage daughter. They got let go quietly and no one was charged however I knew about it and I became a very serious target. I was already at Target but at this point it was unbelievable. I can get into the details but you get it but it was past the scale of being a targeted individual. Just use your imagination on that I want to say this it's years later many years later and I am still recovering from getting hit in the back by one of my neighbors I don't get around well but when I go to the park or even go to the grocery store I have police City and ambulance fire department it's horrific I get Street Theater I get my neighbors are surveilling me 24 I can put that I carry growpro I can put that out there but they literally stay outside and in case and take turns that severe. I have the false report of arson the officer got fired in the city here right after all of this it's been continuous dog attacks local dogs. I just finished going to court with a stalker they got them on stalking however you vandalized my car 43 times I think he killed my dog and he just read me on the phone for over a year who did jail time. It's the police that you want because they're the ones I should have sued them but the community wouldn't help me

I think that each member of that panel, all members of Homeland security and others involved, along with each employee of 18,000 police departments should all get a street light with camera and voice activated placed at each one of their homes for one year. After they feel that demoralizing and violating sense of being watched, recorded and documented for one year by the monitoring of this good idea to put cameras and microphones in street lights then you can get back up on that stage and tell us how it's going and how it's still a good idea. I would add to this being unlawfully experimented upon with neuro/cognitive technologies, RNM, NLP, V2K, BCI, BBI and other sophisticated technologies along with non lethal weapons purposely mislabelled that way, but they can be lethal if they increase the frequencies used. Vehicles, telling them they are legally required to ID if an officer requests it. If a passenger knows their rights, and challenges that statement, telling the police passengers aren't required to ID, unless they suspect them of a crime. There are so many videos of officers removing the passengers from the vehicle, saying it's for "officer safety", and they even put them in handcuffs, making the passenger think they are being arrested. Yet they leave the driver in the vehicle, because they already IDd, because they were stopped for a "traffic violation". Why are the officers safer with the driver in the vehicle, but remove all passengers and handcuff them, "for officer safety"??? The SCTUS gave the police the tool, lying, to solve violent crimes or kidnappings, and as we've seen with required cameras, and officers not turning them on, because their policy states they had to wear them, but didn't instruct them to turn them on! When some officers do then them on, we've seen them mute the microphone so it wouldn't record the conversation officers have with one another at the crime scene.

One of my family members fell last night and while we had to drive far for availability at a hospital I saw two police helicopters watching me - I am worried ans scared and they have the gall to add to my pain. When we came back at 1:30 am the sky was clear but at 1:40 am this god dam police helicopter showed up to illegally surveillance and invade my privacy. Now at 11:15 am after weeks of not showing up during the day came today to terrorize and illegally surveillance me and invade my privacy. I can’t take this anymore- it’s affecting my physical and mental health. Been a year and a half. I am not nor will I ever be a criminal. Why are they doing this to me why. Those LED have been installed here in Cleveland OH. They have a feature that is imo a cause of concern and that feature is a strobe light effect. Almost a mile of street lights simultaneously went strobe light mode. People driving on that road had to stop because it caused nausea, headaches and dizziness. I think, the police, the courts, and the legislature have done a bang up job in putting the fear of law enforcement into the minds of the free-est people on earth, in the free-est country on earth. They have obviously been working like madmen, all, without the use of all that new technology in spyware, and by goodness, these poor cops are obviously overworked, which could explain why they tend to always be in a hurry and generally in a bad mood. Idk, but it might take some of the pressure off the police if they were allowed to use all this stuff, and it might even save Americans money, imagine, getting pulled over, and they never asked for a driver's license, they just knew who you were, and so much more, like whether you own firearms, imagine how much safer they would feel just in the scenario of the traffic stop. Today, Americans make up about 5% of the world's population, and about 25% of the people who are imprisoned. By golly that's impressive, and proves my point, that this group of people, whom we truly trust as the most upstanding, honest, law abiding people on earth, without a mark of shame, or sin, have been working night and day, diligently since the 1970's war on drugs was declared, and, basically, without the use of technology, the police, courts and legislative branch, have managed to find so many criminals in the free-est country, just goes to show, how hard at work they've been. But, now imagine, how much safer the law abiding citizen would be if say, we gave them all the tech they wanted, making their jobs easier, less stressful, we wouldn't be so scared of getting shot by the side of the road, And, I betcha, by golly, they could improve their already impressive 25% of the people in prison, oh, to somewhere in the high seventy percentile of Americans in prison! Now that would be impressive and if we could start using the prisoners to do the work, it could bring down the cost of a lot of the goods we all need and use, from food, toby golly most anything. The traffic problems would be gone in less than a decade I bet, and with all that free labor, I bet we could start really paving Americans roads with real gold! So come on America, let's give these hard working, underpaid, guys a break, so they can do their jobs more efficient, with less stress, I bet they would start missing tazing bad guys after we reach, like the 90 percentile imprisoned range, which, IMHO is entirely possible, with the diligence of our police, courts and legislatures, and we could finally say, we have defeated crime in America!!!! First of all, check your states law regarding surveillance by law enforcement. Then just know that if they want, most states allow any publicly transmitted data to be considered not private. Here's the big thing that people are not looking at in the situation the police can make out anyone in the community they can make them out to be somebody they're not they can give them a completely different MO they can do this by Street Theater which is what they do and they can set them up like they have with me and many people as all they need is a couple of people to say they did it and the two witnesses say they did and that's all they need. I know this sounds crazy but true I walked in on a guy when I first moved to Florida was in my apartment normally I would have been at work but it was a freak day I got pulled over by the police I walked in and there was a man of my apartment had moved in mysteriously he climbed in through the attic vent with a tow truck came to the main beam and he had a whole bunch of wire sitting on my kitchen table I had heard him in the Attic before I thought it was hearing things late at night when I was sleeping the guy was surveilling me and he was about to wire up my apartment but the police lied and put him down as a burglar he never stole anything so how could you charged with burglary it was the least of the charges. But this went on for 25 years now we're going on 27 I-15 legitimate complaints with the local police department and it is continuous continuous and they are surveilling me 24/7 and I've never broken the law

Terrifying stuff that highlights the need for we the people to remind the government of the concept of the government governing with the consent of the governed. I'm sure I'll get heat for this, but there's a particular emphasis within this presentation and expressly emphasized by many of those on the panel, on a particular focus and a targeted advocacy and a seeming tendency toward a crusader approach to fighting "systematic wrongs" on behalf of particular groups. I can see this becoming detrimental to the movement as attention is focussed on a secondary racial complaint lodges by multiple groups which will inevitably be addressed, at least on some level, and by some as not a call to alert the public and open eyes and discussions against mass surveillance of the people by the government, but as another somewhere in a list of complaints about racially biased policing focussing on a particular group.. And as that occurs the natural tendency of advocates for any cause within the greater nationwide discussion, when attention is directed their way, it ⁵⁵⅝ to grab and retain hat focus while advocating for their specific cause, leaung the actual, stated cause by the wayside. ...and sometimes, some methods used and claims made by some similar groups (not pointing to any particular group in this panel currently) have occasionally used somewhat broad and sweeping accusations leveled at society as a whole, or more accurately white people in general as the broad offending party in their cause. I just could see where not only would it detract and retract from the cause, splintering the United front that needs to be presented in the face of the government. And I can all but assure that it would result in diminished suppose from much of the, especially right-,leaning element of the white contingent that I'm sure will be active and vocal supporters of this movement. And after all, it's a stance against the mass indiscriminate surveillance of the American people. Period. And the American people should attack it. Together.
