On May 28, 2018 at 0811 hours, Newark Fire Department responded to a report of a commercial structure fire at Granville Milling Company at 145 N. Cedar Street. The building consists of three buildings connected together that has a drive-thru bay, supplying various feed supplies. You can see the Google view here www.google.com/maps/place/Gra...
The building was closed due to it being Memorial Day. Heavy smoke was noted upon arrival of fire units. The initial commercial assignment was 4 engines, 2 ladders, 3 medic units, and battalion chief. A fourth medic and battalion chief also responded with personnel that was just getting off-duty. A second alarm was requested, bringing an additional 4 engines and 2 ladders.
The fire was located in the south building and mostly involved bagged feed material on racks. The fire was contained with two 2.5 inch blitz lines and two 1.75 inch attack lines. One cat perished in the fire as well as undetermined number of chickens. No firefighter were injured.

This is probably my favorite channel on KZbin. Chief Decker has a calm but in charge demeanor that all chief officers need to have. He gets the job done, and does it very efficiently. I always can't wait for the next one.

Chief, you run the absolute smoothest scenes i have seen for smaller multi agency responses i have seen in almost 20 years of doing this. It would be a pleasure to work for you. Great Videos Chief. I like your calm observations and command instructions. As a retired FF, I can appreciate all of this. For those of you worried about PPE for those standing outside of the building, don't be clueless please. The FF's outside of the building do have a brain and they do know what they are doing. Bruce Wayne, First of all, I love animals. I have been on several fire scenes where pets are involved. You always have to put your firefighter's safety first. Everything else including possible rescues of people or animals have to be second. Looking at this video, I see a large building with metal walls and a metal roof with little support considering the large square footage. The fire has not vented which means that there is a lot of heat build-up inside exposing the metal walls and roof. I would not send crews inside without making sure that the roof and walls are stable. If animals were inside, (which according to David Decker, there were animals inside), the amount of smoke, heat would have already taken their toll before firefighters arrived. You have to coordinate the venting and extinguishment along with possible rescue on all situations after proper size-up and strategy of attack. Communication is always the key in any fire situation. Nothing is routine and you always have to be thinking ahead to keep your people safe while fire and rescue situations are being conducted. I have been successful with pet and people rescues and I have not been successful with pet and people rescues. Looking back on my career in those situations, I can say that I did the best job possible at the time and that was all that I could do.

to all you armchair firefighters who want them to breach the door right away and rush in: that sort of improper technique is what cost six firefighters’ lives in worcester, ma, in a cold-storage building that should’ve been torn down years before! here, the crew, under chief decker, did everything right. no human casualties, and fire contained with most of the structure saved. as he stated in the comments, the animals were dead before the crew arrived. for those who wonder why the building owner was not contacted, it says in the intro that this was mem weekend! most likely they were out of town! read before asking, people!! one thing that i’m not clear on: why the second strike? it seemed that the crews on hand were doing fine. congrats again to the nfd and chief decker on a fine job and wonderfully informative video!

it also sells animal feed/grain, so it could be filled with flammable grain dust. Last thing the firefighters want is to get a face full of grain dust explosion.

While not a firefighter Myself, I have been through My town's Citizens Fire Academy, and learned a few things about Fire Ops. Lot of times they strike a 2nd Alarm for extra man power, which prevents the crews from getting worn out and potentially hurt, and also helps make overhaul a bit easier.

I’ve been following this chiefs videos for a few years now. As a blue shirt and now a new lieutenant, these videos help so much. I appreciate how THOROUGH the 360’s are. Such a strong command presence and attention to detail all the way down to air consumption of inside crews. The level of care and concern is so apparent. Please keep these videos coming. Thank you!

Chief Decker, excellent videos! I hope others in our business have learned as much as I have about sizing up properly and ensuring the "360" is complete. You guys at Newark are on top of it, guys hoping off the rigs and going to work asap in a controlled manner. Good so see the multiple aid companies working with all of you on the bigger fires. To quote the old movie Backdraft, "I hate it when we f*cking gotta go look for it." This was a weird and potentially explosive fire. Metal structure, heavy smoke, hidden fire, in a feed and milling facility. That means dust and heat trapping - a dust explosion or flashover just waiting to happen. Add a barbed wire fence, outbuildings also on fire, lots of stacks of wooden pallets, a malfunctioning saw... I don't blame you taking a more cautious approach to this fire. This is the kind of situation where it's *real* easy to end up with firefighter casualties. People complaining about '20 minutes to water on fire' aren't having to pick through a warehouse full of smoke, dust, pallets, and fuel to actually find where the goddamn fire IS. Once the actual seat of the fire is located, THEN things move very smartly forward. Dealing with a situation with this many variables is tough. You did as good a job as could be expected given the circumstance, and I learned a lot about how firefighters deal with weird fires like this.

And to those who would then suggest hosing down everything as you go, a lot of feed products are sold in paper bags which could potentially fall apart when soaked, leaking product all over the place and potentially cutting off access routes under mounds of feed or making footing treacherous for those operating in low/no visibility.

David Decker why did you not call the owners be for damaging a very expensive. Over head door they could of open it that would have save some insurance money and you wonder why insurance cost so much I sure the power was still on don't they know how to use the up button I know you had to ax the window door but to saw down the roll up is kind of a waste

@@brucewayne7970 It's not as simple as just walking in and hitting the button. Interior crews were reporting high heat as zero visibility. So finding the button in those conditions is like finding a needle in a haystack. And changes are the heat had either destroyed the opener or shorted the wiring up the opener.

David Decker was there fire alarms in that building and I thought all firemen are suppose to sacrifice their life to save others 1st and up most that's why they get paid by by taxpayer dollars just like cops have to put their life on the line all fireman know that that job is very dangerous but that's the life of the job they chose so that's why they should be highly insured to so their families will be well taken care of in the event that they die

Chief Decker, I always enjoy your videos because your incident command runs like textbook IC courses. I have been an EMT and also volunteer with CERT and have done both ICS 300 and 400 and often get placed as IC during drills. Your IC skills are phenomenal and should be study cases for all people in officer positions!! Thanks for sharing all of these videos!!?

i liked “emergency!”. they always had some interesting encounters. one of the most memorable ones was when a car had overturned, and some idiot was using a cutting torch! needless to say, a conflagration resulted.

@@Barefoot0Walker I think that was the accident on the movie set where the car wrecked during a chase scene. The torch ignited leaking fuel from the car explosively, "killing" both trapped occupants and leaving the guy operating the torch with severe burns on his back if it's the episode I was thinking of.

And as luck would have it, Monday is small engine day at Newark. So we would have had all of the saws off and running if this fire would have waited a couple of hours. That's why you always have a plan B.

One thing I must say. As a former firefighter. Chief Decker is one man I wish I could have worked with with. Smart and aggressive but always played safe. Must say probably one of the best I have ever seen

The video recorder (my old cell phone) clicked off after 31 minutes and I didn't catch it. You aren't actually missing much. E-3 had bumped up to the attack line and the smoke started to lift, and they reported that the fire was out aside from some hot spots. I conducted a PAR check and contained the fire. I sent the balance of the second alarm to our Station-1 to cover the city until we were able to start putting some units in service. But sorry about that.

@14:52 Y'all are saying "west" and "rear". No Bravo/Charlie designations? @17:12 Wouldn't that man door create another flow path? I'm still learning, so I watch these videos to make sure I understand the concepts and practice thinking ahead. Chief confirmed no water on the fire (@17:20), no charged line/team ready for entry through the door, and door being left open. Am I wrong to conclude that it may not have been the best thing to open the man door at that time?

Yes we use Bravo/Charlie designation. I just wanted to confirm since I was set up on the corner of the building. And you are correct, any opening is going to create a flow path. I don't think they anticipated the door was going to be that easy to open. Opening the door is appropriate so long as you are prepared to advance an attack line in to put water on the fire. Lock trigger in, Pull choke out, Pull till it fires. Push choke in, leave trigger locked. Pull again. should go. else, Leave choke in. unlock trigger. Pull while manually pump trigger. If keep choking, saw will flood. Advice from experienced concrete saw operator. cheers.

Where I'm from if a saw or hydraulic pump doesn't start the Battalion Chief gets mad. They don't say anything on scene other than you can see the anger in their faces. When they see you later and they will then its on.

A blitz fire in a unmanned 2 1/2 inch defense line. Its like the deck gun on top of the engines but its portable. A Firefighter can man it or leave it alone to do its thing. Blitz fire is a type of nozzle made by task force tips.

Question for mr Decker, why not vent the roof in the area of the hot spot. Not passing any judgment just wondering why not try to get the heat out and gain some visibility, or would this possibly cause it to flair up more.

That's a good question. Any ventilation of the building prior to having a hoseline in place and applying water to the fire could definitely supply additional oxygen to the fire and allow it to take off. As it turned out, the fuel load that was burning was limited to a little more than a wood chicken cage and some other small items. Once the ladder truck got their stick up and reported the location of the fire, crews were able to be directed on to that location.

alpha, bravo, charlie. the first there letters of the alphabet in standard radio code, i think it’s called. in this context, the a side is the front of the building, here, the east side, and the other sides are lettered clockwise. so the bravo-charlie corner is sw, if i have it figured right.

I think; Alpha the front of the building, Bravo left side, Charlie rear, and Delta right side. We don't have this system in Britain, and I don't know if all US fire departments do.

We got electric gear last year to replace our hydraulics. The electric gear is superb. It is at least the power of the hydraulics, the battery lasts at least an hour of use and it’s so quiet compared to the generator required for the hydraulics. I’m a big fan.

Yes. But for a situation like this you have to find the right compartment to put the piercing nozzle in. A piercing nozzle is excellent for basement fires.

I heard somebody say that one of the engines only had one person with it. Is that because you're getting mutual aid from volunteer departments where the personnel assignments / availability vary from call to call? If so, how do you deal with integrating that into your operations? Do you merge companies that are too small, to make a "virtual" company, or ??? In either case, excellent work as always, Chief. Typically you merge depending on what truck is providing what service. So say a ladder truck is called out but its only occupant is the driver another unit will use that truck in addition to theirs as a service bump. Fire hydrant will feed pumper, and pumper feed to ladder. Things are typically made up on the spot with given information via radio and chief merges the teams to their destination on the fire. Awesome management and good radio chatter, very clean informative and direct

No. Our policy is run all small equipment on Mondays. But as luck would have it, this fire occurred on a Monday. However, if you read the description or take a look at the title slide at the beginning of the video we were dispatched just 11 minutes into our shift. Maybe we should change our policy to run small equipment on Sunday so all saws will be ready to go for the fires on Monday morning.

I hate those frigging "partner" saws... they're heavy beasts and they usually let you down when you need them. Try a regular circular saw with a long extension cord from the truck inverter. You're limited on range but it'll ALWAYS work... much lighter too.

Part of the problem is that (if they get started at all) guys start them and shut them off after 3 seconds. Take that thing out back and run it up, back it off and run it up again. It is a great task for the rookie! Anyway...it worked for me. 29 years paid service, retired.

Actually the "partner" saw was the best saw that we used. The Stihl saws had problems starting (which had our diamond blades" already on them, luckily our mutual aid companies brought additional saws to help with the commercial grade door.

I've had very good results with all sorts of Stihl saws, and I like the ergonomics better than a Partner saw. You definitely see a LOT more Stihl's in use than Partners. But like I said, I think the canned fuel makes them easier to start and they have much less problems with fouling the plugs and eating seals.

The saw does not need to be run every day unless you put it under a load and get it hot. I bet they do run it and that's why it wont start. Also you should not use gas with alcohol in , it will only last a month two at the most.

We run saws on Monday. That is our designated small equipment day. They got the saw running later. Like any piece of equipment, sometimes it just doesn't go as planned.

The single best thing you can do to combat starting problems is to follow the manufacturers starting procedures from the day it comes out of the box. To take them and assume you can start them like the "one I have at home" will lead to trouble on the fire scene. My department has a total of 10 saws.The companies are left to their own as far as running their saws but at a minimum it's each Monday. You are correct when it comes to fuel. Ethanol fuel will begin to breakdown components of the fuel system very quickly. Our guys run the saws through an entire tank of fuel during saw checks and then refuel.

12:40 Just a thought: Would you consider it to be a reasonable idea if you had a drone with a wifi equipped camera to give you timely information on possible locations of fire? You seem to have a reasonably coordinated team that could effectively deploy a drone system and although I'm not a big drone fan I thought with regard to firefighting it may actually be a decent purpose for one. I'm certain that you could find all manner of possible situations that a drone could fulfill faster and easier than, say a ladder or person, especially in a hostile environment.

I actually fly a drone for a hobby. There is no way that I could fly it while commanding a fire. If there was a separate person who was flying the drone for recon purposes, that would work.

If you had enough crew to spare one man he could have the drone packed and ready to go and upon arrival do a recon with the drone looking for specified details and report as soon as the data has been prepared. (either SDHC transfer as soon as it lands or live wifi would be best). It might also be helpful for unusual problems, locating tapped persons or who knows what insane off the hook type situations might come up in your line of work. Even to have something like that available for those crazy unusual shituations or just to maintain a constant/live situation report during events. But I would think the main obstacle in the way of deploying a system like that would be the CO's or behind the desk types...

golftooter where I come from a “PAR” is a personal accountability report. It’s something that you do to make sure everyone is accounted for. It’s not something you can drive around and do. What he did, where I come from, is called a 360.

michaels1432 Good question. I had just spoke to R-1 crew on the radio. I felt pretty confident that the captain would let me know if he had a problem. I had just watched the other interior crew enter with front of the building with the back-up line. Technically, I should have radiod both crews, but I felt like I had a handle on things.

A request for PAR isn't typically something that is done initially. You achieve your fireground accountability as quickly as possible utilizing whatever system that may be. The PAR is an ongoing process throughout the incident until the IC decides that it is no longer necessary.

Cordless angle grinder. Thin kerf blades of approximately 1mm ( 1/24”) slice through them like butter. (I have a farm here, and I’ve been upgrading my fencing to allow my neighbours horses to visit. A totes legit reason to say how I know 😜)

I see alot of safety issues you have officers on scene with no gear on only their helmets , your officer in charge does not have and gear on at all , i know it is hot out there but if you are going to run a fire scene yours guys that are doing sectors should be geared up just like your attack crews

They should have a helmet and a vest showing who they are , but the guys going up nest to the building sure should, I would never go near a building without my gear if when i was in command i was in full turnout gear never know when you might have to go in ,if a firefighter goes down

Each dept. has its SOP for when a man goes down but I've never heard of a chief going in hands on. That's what a rescue officer and crew are for. No argument about being next to the building though; those guys should at least have full bunker gear on.

It's not necessary for the IC to be in full gear. I personally wore my bunker pants so later in the incident I could do a walk around of the scene and have leg and foot protection. Our operators were only required to wear their bunker pants and helmet. Everyone else was required to be in full gear. Anyone in the immediate area of the fire building needed to be in full gear including SCBA in the event they may be needed in an emergency. Full gear for all members is not completely necessary. You already mentioned the heat but don't forget it's more than just being hot and sweating. There are also heat related emergencies and the medical emergencies from overexertion. Some of those can be prevented by simply staying cool when gear is not absolutely necessary

Why didn’t they call the owner to come open the gates and building? Seemed liked it took way to long to get through the gate. Bolt cutters would have been quicker than a saw. Also why couldn’t you raise the garage door ?

Bolt cutters were used to defeat the locks on the fence gates the saw was to cut through the locked door. "The building was closed due to it being Memorial Day. Heavy smoke was noted upon arrival of fire units." Assistant Chief David Decker.

In the Netherlands there are dedicates droneteams within some larger regional units which contains of four firefighters trained for this and are mostly used at larger structure fires and forest fires where i might be more difficult to spot the fire, the drones are equipped with normal- and infrared cameras, the teams do this besides their normal firefighting duties and are stationed at larger firestations within the region they work.

What I find shocking is the struggle they have with power tools like petrol cutting tools. The firemen struggle to get them going. Do they not use the downtime to test this equipment? It seems vital life saving equipment is not checked often enough

Our department starts all equipment daily, however you must remember that these machines are man made and that means they WILL malfunction, it is only a matter of when. We had a fire last winter where 2 of 5 chainsaws would not fire up even after running fine previously that morning. One saw flooded and the other saw had the rope handle break.

It does not matter what your doing, I've experienced it at a local waste water treatment facility while working with them, we can exercise the equipment all day every day and not come opon a issue with its operability until we go to put it in to use.

@@jamesluck2969 yep, equipment has a mind of its own, yesterday we had a brush fire, I use a back pack blower to blow the flames back into the black and essentially blow it out. The blower ran fine for about an hour, I filled the fuel tank and fired it up, it ran about another 5 minutes and died. I could start it and idle it but if I tried giving it throttle it would die. Needless to say it got stuck back on the truck and was done for the day. When we got done and back to the department I pulled it apart and found the air filter clogged with ash and soot. In a normal situation that blower would probably have run all day but being in the middle of a fire it sucked in smoke and ash and thats all it took. Equipment is not designed to run in certain situations, fire equipment breathes smoke everytime we use it and it is surprising how fast filters clog. Not our fault and not the manufacturers fault, the equipment just cant be adapted to run in smoke and ash for very long.

Working fire just refers to the fact that, yes this is in fact a fire, send me all the units you have allocated for it. As opposed to rolling up to a reported fire and it being nothing, or not as described, to which you could then only tie up a few trucks as opposed to all of them.

Armchair commander. You do not breach a sealed building until you have everything in place to cover all contingency. The object is to protect the firefighters. I love how this command keeps his wheels on the ground, is methodical, and conservative with all resources. I only watch Newark, Ohio.

Running command from his vehicle is probably the more preferred method as it provides a quieter environment away from any distractions which in turn lets the incident commander(IC) to be able to better understand the radio traffic from the crews working both inside and out. This way the IC can stay focused on ensuring both the strategic and tactical objectives of the incident are getting accomplished without getting sidetracked.

I agree completely. When I served as chief I never left the vehicle unless it was for my 360 or much later in the incident to get an idea of what the crews were faced with. I always liked to get a look at what the crews were communicating to me. In my particular area we have multiple radios that come into play at a large incident so to be honest our Chiefs don't have much choice but stay at their vehicle. Also what we all coined "roaming command" is not good. When units arrive on scene that may not have a clear understanding of their assignment or want clarification or directions to a particular area. The IC needs to be readily available and at a central location so everyone, including support agencies know where to find that person. It is a very good practice to announce the location of command as done here. Corner of xyz street, parking lot across the street, driveway next to the fire building etc.
