The famous bloom effect is a post procesing effect that emulates diffuse light (that's why it's also called diffuse). It softenes the image and usually adds a litte bit of glow (it's also used in video games, film and cgi). It will probably be kept as an industry secret, but there is a way to achieve something very close to it. You can do it in any software that has layers, blending modes and blur. Here is an example I did with and without bloom: imgur.com/a/6hpF9 Simply dublicate your work, blur it by 10-15px (depends on your resolution) set the layer blend mode to "lighten" and reduce it's opacity to 30-40% That's it. There a many other ways of course. That's the most simple one :^)

I'm talking about intense animations, just some character turning around in one second with her hair floating needs around 20 clean pictures drawn, you can't just draw 3 keyframes and put some photoshopped inbetweens between them lol
