I finally found it!!! I remember LOVING THIS as a kid. Maybe that's why I grew up to take such an interest in politics. The 90s and early 2000s was the best era to grow up in. Us 90s kids got the best of both worlds. We had awesome cartoons, no bullshit like today. We had to go outside like normal kids, but we also saw the dawn of Internet and grew up with...ugh... dial up as a norm. Broadband and DSL was literally like heaven to us.
