Because both of those assumptions are incorrect? A large chunk of blood moon don't even have masks, because the focus is on the demons and the wild madness of pure emotion that the demon's unleash. The Kindred have masks to visually show that they are connected, but they are frequently disposed of in skins because _it's not the focus of their being._ The Kindred could be incorporated into Blood moon, but without a legendary you would have to work around Lambs pure logic, no emotion(which works for snow moon. Had they not already done the spirit of snow and blood moon with Ahri and Aatrox, that would have been a good choice)

Star Nemisis is connected to the Dark Star, while Star Guardians are about protecting the starlight. I'm not saying Star Nemisis Sol couldn't work, a giant space dragon definitely could be a SG villain, but it'd an AU, it wouldn't have any connection to the main universe, so the background would have to be different as there is no Targon to enslave him.

I have a soft spot for the "mad scientist" archetype, and I genuinely find his mashup of that with different takes on the "evil cyborg" archetype compelling. His story isn't consistent, but I've enjoyed every version of him, including the one in Arcane.

So the reason why most of the obvious choices weren't made is actually very simple. Skin lines are created as concepts before they decide which champs get skins for said skin lines. And they pick champions pretty much at random based on their popularity and the time since they've last had a skin. It doesn't matter if they don't fit the skin line. That's how you get lame stuff like train Mordekaiser.

It's super effective! As a Rell main, it sometimes makes me cry that the champion who has a horse as part of her character model and kit, doesn't have a heehaw skin... :( Like, how??? Train conductor Ornn would be so great. He even has the big mustache that could easily be curled into a dastardly cowboy villain mustache. You know, that stereotypical guy putting the tied up damsel on the railroad tracks. Plus is hammer and anvil animations could be converted into "I've been working on the railroad" laying the tracks. Bee'veth NEEEEEDS to be a thing!!! The queen, commanding her hive to swarm the lane (with herald buff).

The problem with Mordekaiser is that he deserves legendary or at least skins that change his dialogues in almost all universes, in almost all of them he is a big bad guy or at least someone important. It would have been nice to have dialogues that contrast with Leona's. I hope that if there is a third set of Pentakill skins, they will give him a legendary skin, after all he is the "protagonist" of that universe and Fred Tatasciore would easily agree to record new lines, the "Accounts of the Aftermath" video Pentakill is proof of this

Master Bi with his weird sci-fi goggles could make a great concept for a bee skin, turn the google into a ton of bees and make it look like he's just a bunch of bees in a trench coat. Bee Sin as a legendary skin where he has big poofy pants that look like when bees have pollen on their legs and the rest of his body is the whole yellow and brown stripped thing and his blindfold is a smear of honey. Queen Bee'veth is self explainatory but her splash art needs to have her looming menacingly over King Beegar.

No ill will against street demons mundo, it's a banger skin but the tim burton aesthethic worked so well with mundo's goober animations and vex's overall abilities (imagine shadow with those sketchy effects). I'm sure star nemesis Bel 'veth WILL happen, they kind of teased her talking to kai'sa at the end of the star guardian event, so whenever star guardian comes back i'm sure they'll use her as the central villain. I understand that sometimes Riot dosen't go for the obvious choice because that would be reapplying the same thematic as the base version on the champion Arcana TF would be cool but maybe they don't want to make a card skin for the card character, and he already has Jack of hearts, so maybe they don't want to make another one As I said it before, skins are meant to *change* the champions whole deal, so making a skin that reapplies the champion thematic are poor choices for me, it feels redundant, like a Cosmic Aurelion Sol or a Infernal Brand
