I think they mean one can apply for a visa online, if it's approved the applicant will have to present their passport at the SA embassy to be stamped with the visa. Maybe they will require a certified copy of the passport to be submitted with the visa documents. then passport will be verified when the visa is being stamped in. Sounds like they just implementing on online visa application system.

What I understand is that it is the same way South Africans apply for Turkish visa online and get approval immediately without a passport. But in their case once there is approval they should send their passport to the SA embassy for a visa stamp. In our case with Turkey we only bring our passport to the airport when are travelling.

The biggest problem with Nigeria is the fact that there is no certainty in policy. They have a structural problem in their reliance on one commodity for their GDP and export earnings. They have uncertainty with Boko Haram and now with Biafra and the corruption is scary it scares investors away. How many companies have left Nigeria in the last four years. The devaluation of the currency is a huge factor. Money does not build economies capital does and you need foreign investments. They seem too proud to accept that.

Now they are not even as politically strong to push for legislations that will not be supported by right wings...
