He didn't say freebies are bad since freebies mostly exist as an incentive for poor to work harder or even work. Like free busses allow 50% of an area's population to travel (and thus work) easily. The "teaching people to fish" is always the main reason behind freebies. They aren't usually provided without a thorough cost-benefit analysis. Another example would be the report by Bjorn Lomborg which concluded the highest return on investment coming from nutrition for children. Since a balanced diet is highly correlated with IQ and IQ is highly correlated with academic and job success.
