Most of these lines just seem to have been intended solely to build atmosphere and flesh out the world just a little more, so there would've been no harm having them. They were more than likely just cut due to memory constraints on the console versions. RE: The Rider twist, that had no reason to be. They screwed his character and his motivations cus they had run into issues with his VA, MC Eiht and couldn't stick for too long. He would've become a true families member otherwise.
