Weeping Birch is correct. I have been an Arborist for a few years here in Texas and don't see much Birch. Birch trees are incredibly resilient like you stated, however they will not grow very well in areas that are waterlogged or have poor drainage. On the plus side, they can grow in nearly any type of soil, clay, sand and even loam. Plant in moist (but well drained) soil for the best chance of survival. 💜

Adam I would suggest a chemical spray called Wet N' Forget, hook it up to garden hose and each bottle will do 2,000 square feet, let it dry and it will lighten up the color of the concrete and when it rains it will make the chemical work even more. The stuff isn't cheap by any means, so buy a bottle and do one area of the compound and see if it will work for you.

The tree is a cherry tree Prunus pendula, that one has been grafted with a variant that makes it grow down known as weeping like they do to willow trees. You will get nice cherry blossoms in spring

A suggestion for the concrete clean up would be to spray sodium hydrochlorite onto the concrete before any sort of work you carry out whether its the sweeper or jet wash etc. It will bleach it all back to its original colour and it also helps loosen and move the dirt easier
