Post Cold War, we didn't do anything with the atomic bomb towards the Soviet Union, we had a four-year window of opportunity between when we invented the atomic bomb and they got their own atomic bomb and we did nothing! So, it's hard to say the US started the Cold War, its more accurate to say we let it happen by doing nothing to prevent it, we just let the Soviet Union sit there occupying Eastern Europe and we did nothing to kick them out and then they got the atomic bomb themselves!

Americans have never had any Illusions about Russia ,communism didn't slow down the Russian Empire at all. Russia has always had to been tough because of their borders after World War II they expanded those borders to make sure they had a buffer zone and we agreed.. Not everyone agreed like General Patton, who wanted to go right to Moscow and get rid of what they considered Godless communism. America could have had an Empire and after a World War we had a chance but did not want it. An American citizen would have been like the old Roman Empire citizen, everyone pays tribute until you turn your back. When Nixon was talking about Russia it was during the years of Communism and early years of Yeltsin, now it is different and not so simple yet easy to understand. Today's Russia is closer to the former traditions and culture before the USSR, Imperial Russia which was very Christian. So should we feel sorry for what the Nazis did to Russians when they invaded the Soviet Union? The Soviets murdered twenty million of their own citizens before World War Two even happened. They then joined the Nazis in invading Poland and murdered tens of thousands of Poles. Then, on their own initiative, they invaded Lithuania, Latvia and Estonia and, you guessed it, murdered tens of thousands more. Finally they invaded Finland and would have loved to have done the same, except the Finns stopped them, probably saving Sweden in the process. Then when Hitler invaded the Soviet Union, suddenly the Soviet Union became the champions of freedom, except their murders of Poles and other nationalities, not just the Germans, didn’t stop then either. When in doubt, the Soviets committed mass murder. At least they weren’t antisemitic…unless you count Stalin’s “Doctors Plot” and his instructions to his minions to support the Arabs in their genocidal attempts to wipe Israel off the map.
