WBA had a 12lb rehydration clause for Davis v Martin. WBC and WBO leave it up to negotiations between the fighters and their teams. I think the IBF has it right personally.

Weigh ins used to be day of fight and that was scrapped because it was too dangerous. After a weight in a boxer should be allowed to rehydrate without limits, have as much water as they want. Less water means less water around the brain. Recipe for disaster
