It's one of the random rewards you can get from the spinning disk.

You have thirty seconds to shoot the cart paths (green loops with spinners) to add more and more gofers to the dance party. Each shot scores 500k if I recall. There's no way to get it other than from Bud's Choice on the spinning disk.
