It only becomes avaliable from that shirtless fight in the street onwards, I think. You have to be close to Nishiki and an enemy and it should activate, providing he's not grabbing someone or being grabbed.

If you're partner is actively engaging with an enemy, especially grabbing them, they seem to trigger more often. I think I had more luck getting them to activate in brawler style, but I'm not sure if it really makes a difference
