It's the number of digits it moves. The notes themselves don't matter, what matters is once you know the first note is 6, the second note the tuner moves 5 units down (6-5=1) etc. The tuner felt like it complicated things and it would have been easier finding the code by ear.

You have to check the tuner multiple times. There are twelve different notes on it. Let's label them 1 to 12. By listening to the notes, we get the code 8-3-11-4-7-10. But that does not make sense as the biggest number on the lock pad is 9. So, 11 must actually be 8 or 9 i.e. 11 - 3 or 11 - 2. By the same logic, we get two different combinations: 5-0-8-1-4-7 or 6-1-9-2-5-8. As it turns out, the second answer is the correct code.
