While Robbie shares many of the powers and traits of a normal Ghost Rider (there are more than one of them too) there is also as a few powers that only he has due to his unique situation. As for the lack of Johnny breaking out his Ghost Rider form the dude HATES Zarathos (the name of his Spirit of Vengeance) and has tried to kill him several times just to be free of the curse.

He's literally the Blaze from the 90s Danny Ketch run, the 90s Johnny Blaze 13 issue solo comics, and the entire 90s Ghost Rider & Blaze: Spirits of Vengence run. This game should’ve been a Ghost Rider game since Rise of the Midnight Sons was a Ghost Rider centered crossover, but they had to butcher it by changing Mephisto, Lilith, Caretaker, tans shoehorning in a bunch of characters like the Avengers that had nothing to do with the story the game was based on (and the Darkhold was more or less a minor thing that gave us some “monster of the week” stories in the comics)
