Though it's quite sad to think about, but I think it's because the other Vtubers of her generation has such a unique quirk in their personalities or characters that it makes them stand out more(Like Pekora and Rushia). I mean, compare to the others, Flare is really quite normal. And some people think normal is quite boring. I think they're wrong though. Flare also a unique quirk or trait of her own. She's a harem protagonist after all! I am happy that her channel is growing steadily. I love Flare as much as I love Korone and Okayu. They're my favorite.

Don't know if you've checked videos summarizing the amount of super chat they got monthly. Despite of Flare's relatively low sub count, the amount of money she gets every month from super chat is always quite high and almost always in the top 10 among vtubers. Those videos and numbers were not official of course, but I think they still demonstrated that Flare has a really loyal and supportive fanbase. Plus her sub count is increasing steadily and quite fast after she finally hit that 100k mark, which makes me happy
