Looks like one of your cameras is set to H.265 instead of H.264 or maybe the sequence in Premier Pro is set to 264 or 265. It looks exactly what I was seeing when I had H.265 footage in a 264 timeline.

@Randy, Decades ago, we owned a couple FourWheelCampers. They used 'Hypalon', the rubberish material used in inflatable rafts. . I hope this helps!
