You have stated only half of history of Bihari people in Bangladesh. The people came to East Pakistan(now Bangladesh) after 1947 partition. From 1947 to 1971 , the Bihari’s got every facilities like other Bengali people, sometimes more. But during 1971 civil war, the community supported the West Pakistan side and even they have done so many war crimes at that time. Even after the war, they refused to consider themselves as Bangladeshi. They wanted to go to Pakistan, but Pakistan denied to take them. That’s how they became country less people. The situation is changing. Bangladesh government has given them BD nationality.

The riots were triggered by the Great Calcutta Killings, as well as the Noakhali riots earlier that year. Mahatma Gandhi declared that he would fast unto death if the riots did not stop. The riots were part of a sequence of communal violence that culminated in the partition of India.[1][2] Background The 1946 Bihar riots were part of a series of incidents of communal violence that occurred across North India.[3] The frequency of such riots increased in the 1930s and 1940s; in 1945 alone, 1,809 riots took place in Uttar Pradesh, and 3,176 riots took place across the country in 1946.[3] On 16 August 1946, the All-India Muslim League proclaimed Direct Action Day in Calcutta, as part of their demand for a separate state for Muslims. Hindus also killed four Muslim people.[4] September riots More riots occurred in September 1946, once again triggered by a dispute over the alleged abduction of Noor Jahan, formerly known as Kalyani Devi.[4] A group of 30,000 Hindus led by members of the Arya Samaj attempted to rescue Noor Jahan in the belief that she had been kidnapped from Calcutta during the Direct Action Day riots. The failure of this rescue attempt turned into a riot, in which 200 houses belonging to 144 Muslim families were burned down, and 14 people were killed.[4] October-November riots The largest riots of the year occurred from 27 October to 6 November, during which period a large number of Muslims were killed by Hindus in retaliation for the Noakhali riots[5][1] that had occurred earlier that month.[6] There was wide variation in estimates of the number of casualties. A statement given to the British Parliament put the death toll at 5,000. The Statesman estimated the number of fatalities at between 7,500 and 10,000, while the Indian National Congress put it at 2,000. Mohammed Ali Jinnah of the Muslim League stated that 30,000 people had been killed.[7] An unofficial report on 8 November stated that 500 people had been killed in one incident in which a village in Munger district was leveled by fire, and 100 people had died when a mob was fired upon by the military. As i Muslim i believe in every human is equal and deserves justice. Hindu,Muslim doesn't matter. All the Bangladeshi biharis are suffering now because they were against the creation of Bangladesh.plus these camp biharis don't wanna leave the camp because they get free stuff from govt. They have national id card(mostly) and other stuff. They can easily make a living out of Dhaka but they don't. I am from a small town called Kaligonj and here biharis been living for decades now. I have bihari friends and even the mayor of our town is a bihari.

The situation of Bihari migrants worsened after 1971 as during the Bangladesh Liberation War in 1971, many Urdu-speaking Biharis supported Pakistan, which led to distrust and persecution by the majority Bengali population.

Actually these Biharies are paying the price of their forefathers of their wrong decision during liberation war of Bangladesh in 1971. After 1947, Biharies came from Bhiar to Bangladesh (former East Pakistan), but during liberation war they bitrayed with this soil and thier Bengali brothers. During war they killed thousands of Bangalies and jointly took part with Pakistani army for the genocide. So, very natural after the independence of Bangladesh they got the bad treatment from Bangalies and Bangladesh govt. However, after long period of paying price, situation has been changed a lot. Government also trying for the improvement of their livelihood.
