While i do understand why he'd say that they do use pokemon out of necessity. Team plasma also kicks a Munna, and while we don't see what they do to their own pokemon I wouldn't blame anyone for thinking they'd abuse their own pokemon. I mean Team plasma is the in universe's PETA, and we know what PETA does to animals.

Chugga’s comment only makes sense in the context of BW. In BW2, it’s more obvious when we see the ‘OG Plasma Members’ being the ones that resigned when N fled when Ghetsis’s Hypocrisy was shown. Only the Grunts that weren’t manipulated and just wanted to be in control, as well as the Shadow Triad who were always loyal to Ghetsis not N, became Neo Plasma and acted more in-line with Team Rocket-esque villiany

I mean, I don't mind the villains being hypocrites. If anything, it gives me a reason to beat them, not following your rules is a common behavior between cults and don't tell me kicking a Munna while saying you're freeing Pokémon isn't a bit contradictory to your goals. The game seems half and half, some being hypocrites who wanted to damage society and others being the ones who are more like "For a greater good"; You know which one went to which side in the sequel. That being said, I wish that friction was shown with team Plasma grunts having different ways of following their goal, like one freaking out and saying "What are you doing?! Do you know how HE would react if he saw you kicking that Munna?!" (Still not revealed N is from Team Plasma) and is responded by "Do you know how team plasma would react if we don't get the dream mist?!" showcasing even most team plasma members don't support that violence. Then Musharna does its thing and maybe make the little Munna feel attached to Bianca (She uses one later anyways).
