I agree, but I wouldn't say it because he survived. Tenza got blindsided, but took on and stall a Tensin with the help of his bare fist and sword. I say Tenza is stronger physcially, but Fuchi learning Tao and intelligence is why he is above Tenza.

Not only that but Zhu Ji literally is the strongest Tensen excluding Rien and the fact that he didn’t die sooner places him above fasho. Grateful Shion could capitalize so well off of his disciple’s untimely demise, he was ranked #1 in the 1st popularity poll. He wasn’t even in the position of deuteragonist so it’s truly impressive. I’d disagree Sagiri surpasses him though.

Fuchi also has a really good understanding of biology which is really good in a fight. Most people don't think about that- but understanding the biology of your opponent gives you an advantage. Fuchi also seems to be one of the more agile of the group. He's been shown in the manga to be faster than Toma even towards the end. He didn't get as many fighting scenes as most of the others, but that doesn't mean he's weaker. He was just more interested in dissecting the bodies than fighting
