actually, if I am not mistaken, there is a video in KZbin where the most elite soldiers in NK wear near-present day gear, making it seem that it is exclusive for those hand picked. I believe it's for the ones protecting the Supreme Leader and his family in their quarters. I also saw a documentary where it sort of leaked it in a ceremony as well, showing them about a few seconds. Possibly it's footage they didn't want to show thinking they're powerful, but nonetheless still weak to modern day technology and gear. With all due respect that is.

Well, basically you could still use those uniforms beneath a new set of body armor. The problem starts when you have a shirt under as they do because it is a bit tricky to move in them. The South uses equipment based on the American standard that's why they look kinda modern.
