the ramdom "BIT" of well enginered metel at 11:17 is just that it looks like a reeming bit for a drill. the tapered end with the flat bar on it is called morse fitting for a post drill.

That or it's a lathe tool, some lathes (turrets) allow turning tool mounting using a taper like that. Most lathes have a taper in the tailstock that's some size of morse. Either way, that one bit of metal is likely tool steel or high speed steel, worth a bit more than normal scrap. It may also have tungsten carbide brazed on to it, which is worth more as well.

They way I hope the police would look at it, you guys realised what it was and reported it to be handled safely, it would be way worse if some kids pulled it out and decided to try and take it apart. At that age it probable wouldn't explode but there is enough of a chance I certainly wouldn't want to be near it. Not sure what the official advice is but lowering it into the water as deep as posible (provided there is little to no chance of loosing it off the magnet) is a good plan as it if did explode the water will damp the blast and reduce the velocity of shrapnel by a lot, every one would get wet but less flying bits, probable wouldn't do the fish any good though.
