My school switched to the no violence policy a little bit later on. Small town, poor as shit school run pretty much entirely on federal funding and not local taxes for context. Happened in about 2004 and their "justification" for it was that the teachers always arrive after the fight and never knew who actually instigated or didn't know who the victim was. Once the policy was applied they would approach the perceived victim and asked if they wanted to go forward in getting the other kid in trouble along with you. Which basically amounts to people going unpunished because fuck that if I'm gonna get punished because some kid wanted to start shit with me for no reason

I had one time where this kid (one of those ones that just did poorly and thought he was so gangster in elementary that he wore his pants lower than usual... Y'know... Cuz gangsters supposedly do that...) he basically hit me in the rear with a ukelele completely unprovoked... Like we didn't like each other, but I was just walking into the music classroom when he did it and that was embarrassing... Also was embarrassing when another kid (the same type who'd wear his pants low and tried to be all gangster in high school) placed a tac on my seat facing upwards... Luckily, I wore jeans that day which I usually did not, so wasn't stabbed by it too much... I think similarly to the story with the ukelele, the guy didn't really get punished which pissed me off... I think they ended up dropping out or moving or something eventually because anyone who bullied me never really stayed in school for long for some reason, but they weren't really punished immediately or visibly... I think I avoided a lot of bullying by just making it completely known that I would always report it if I got bullied and if someone started I would just remind them that I would tell the teacher if they continued... People may not like snitches, but if you make it abruptly clear ahead of time that you will snitch then people won't give you a reason to...
