I believe you are referring to the original "Phillips" head screw as a Allen Head.

Looks like the lock washer does nothing. Each time the spring compresses, both washers will disengage from the surfaces. I also appears there may be a possible issue with the longer screw projecting past the plunger and engaging the work piece when fully compressed. Just looking at it, it appears that simply pulling the stock screw and putting some loctite on it is a better option. Or better yet, use a new socket head cap screw as you did, but at the stock length with blue loctite. The longer screw introduces the undesirable effects of the plunger not indexing on the slide shaft when uncompressed and hence relying on the screw alone to take on not just tensile loads but shear loads and bending moments if it's not perfectly aligned. This will cause unnecessary wear over time as the plunger mates with the off center chamfer on the shaft and forces it back into alignment as compressed. What I'm getting at is that the flat washer should be tight to the end of the shaft regardless of whether the spring is compressed or not. This precludes the need to chamfer anything since the plunger never disengages from the shaft since it's travel is limited by the washer, which should be tight to the end of the shaft. This isn't a gripe post, simply an observation from a guy that has worked on machinery for 40+ years. Of course, I could be missing something. I have NO experience with this unit, however, so feel free to correct any errors in my thought process. He means chamfer the end of the shaft so that the foot does not catch on it.

Hmmm...owned this tool for over 30 years and have even used it in Japan...never had this issue...???
