LOVE KOTOR!!!!!!!!!! Been there twice. Did the stair thing the first time - INCREDIBLE Views. We were on an NCL Ship (maybe GEM) and were anchored in the bay. 2nd Time was on Azamara and DOCKED in Kotor. That time we toured the town and did Our Lady of the Rocks island Tour - pretty cool.
