That's one of the things that makes him such a great villain. There really aren't many villains like that- The only other ones in video games that I can think of are Gruntilda from Banjo-Kazooie and Captain LeChuck from The Secret of Monkey Island.

@@jclkaytwo I don't see Bowser as being all that threatening even in Galaxy. King K. Rool outright tortures Donkey Kong in DKC2 and by DK64 his plan is to just literally wipe the Kongs off the map. Grunty murders Bottles in Banjo-Tooie and is far enough above Banjo's paygrade that she doesn't lose to him directly in either mainline entry (losing to the Jinjonator in Kazooie and her own spell in Tooie). LeChuck is so powerful that he can punch Guybrush across an entire island just to immediately do it again, and facing him in direct combat is never a good idea. Bowser in Galaxy doesn't really do anything of the sort. He just wants to rule the universe, not cause any specific destruction, and he loses to Mario all three times they fight in the game. He has a more serious personality than usual, but he doesn't feel like this serious threat that the others I mentioned do.

@@DylanYoshi if the opening cutscene in galaxy 1 doesn't establish bowser as a threat then nothing does. he's certainly presented as a threat in the game even if he doesn't actually do anything. he does steal all the power from the comet observatory and thus shuts it down, if that counts as something.

@@jclkaytwo He's definitely more threatening in Galaxy than most other Mario games, and that intro sequence is cool, but I wouldn't put him on par with the others I listed still. Bowser only really freezes the Toads when he attacks, it doesn't give off the impression that he's so dangerous that he'd torture or kill anyone for his own goals. And most of that is more of his army's doing than his own. He doesn't come off as particularly cruel. The closest Bowser has been to what I'm talking about is probably the original Paper Mario, since he wipes Mario out and nearly kills him at the start of the game.
