The only possible reason why Modi Govt is not acring against the Gandhi family members on, not only this but all other cases, is the Govt may think it helps BJP to have the Gandhis aa rhe main opponent, not anyone else, as otjers carry far less baggage. They may think that BJP's tenure can be longest with the Gandhis as the main opponent. In chess, they say "threat is more powerful than the execution". Often chess players don't release threat and attack elsewhere. If the threat is executed, the opponent may have lost some ground but can start playing more aggressively to make up for the lost ground. Im not justifying but just trying to understand.
