Hi , Not only are you beautiful but also the best teacher , is the correct sentence. As the teacher said , when we start our sentences with ( not only ) , we use our auxiliary verbs ( in this case your auxiliary verb is ( are )) after ( not only ) .

Good question. "Speaks" because your subject (even though you don't repeat it) is "he". He speaks NOT he speak.
