Not so fine: Homeless in Melbourne

The most current statistics suggest that there are over 105 thousand people in Australia who are homeless. Victoria takes the second highest place of all states and territories with over 22 thousand homeless people sleeping out of home.
Where is funding for the homeless going and why isn't there more funding allocated to organisations in real need, doing real work?
