I always found that Halsey telling them to "Say the words, please." was a way of impressing upon them the absolute magnitude of the situation and the importance of this singular creation. Having Six say "I have it." is her getting the confirmation that "Yes, I have the potential last masterwork and hope of Mankind in hand, and it _will_ make it to the Pillar of Autumn, come Hell or high water."

I hate Halo: Reach's story. It's latter half is full of half-assed retcons just for Bungie to make a quick buck when they already had the blueprints from the sanctioned original trio of Halo books; namely The Fall of Reach. Key things include: - Cortana was created from a flash clone of still-living Dr. Halsey's brain years before the Fall of Reach occurred. This is significant as smart AI's like Cortana are usually created using brain tissue from an already deceased person; a process that either destroys or severely damages the tissue itself. - Cortana had chosen John-117 to be her carrier because he had "luck" on his side prior to John testing out the new MJOLNIR Mk. V as the Covenant had discovered the location of Reach. They passed even though a rival admiral tried to sabotage the test. - John, the remaining Spartan II's, Cortana, Keyes, and the Pillar of Autumn were already outbound from the system for OPERATION RED FLAG when the call came that the Covenant were attacking Reach. - They turned back to assist; Blue Team of John, Linda, and one or two others, went to secure an ONI prowler that failed to enact the Cole Protocol while Red Team, consisting of the remainder of the Spartan II's went ground side to delay the invasion long enough so important personell, Admiral Hood and Dr. Halsey to name a few, could attempt to evacuate. Pick up the Fall if Reach and read it. You can't seriously say that being able to play through those scenarios as a "custom" Spartan II wouldn't have been fun and engaging. Instead, we get a nameless Master Chief clone because-Halo-3-ended-but-we-at-Bungle-still-wanted-to-milk-the-cow-without-confusing-people-because-we-think-they-are-too-dumb-to-remember-it's-a-prequel-hey-let's-pass-it-off-to-Microsoft.
