The structure of the stadium is made for 74.000 people. The architects spaced the seats to have more confort so the capacity whas reduced to 70.000. This is what the build structure is capable of sitting. In the first seasons they will install 40.000 seats, starting from the rows closer to the pitch and going up and out. This will make the fans seat closer to eachoder and avoid boid seats, so the stadium looks more full. A full looking stadium is very important, television rights and brands investing in the club pay more money if the backdrop people see in television has a dense mass of fans, so it is better to have 40.000 fans seated as close to the pitch as possible and the access to the upper rows closed, instead of having fans on the top row and 30.000 empty seats scattered acorss the stadium. The attendence is the same but the impact is very different. If the attendence is very high they will start installing more rows of seats untill they reach the max 70.000 that the already build structure is capable of acomodating. So it is a 70.000 thousand capacity Stadium, but it will be operated as a 40.000 and up depending on the attendence.
