Why is it started with "that" for that kind of clause? can it be others that meet this category, for example, "the reason why..." "the time when..." "the decision whether...."?

No, Ma'am. They are used differently as they have different function. Noun clause as subject is itself being the topic or performer of the action in the sentence while noun clause as an appositive gives only additional information about the first noun in the sentence. :)
